Gala is Here

The 2023 OLV/JFK Gala is this weekend:  Saturday, April 15th.  Celebrate the completion of your taxes!  Proceeds above the normal budgeted amount will go toward new playground equipment out back.

Registration Information

JFK now has about 78% of its current students pre-registered for next school year.  Interestingly, in two of the four elementary schools in SCCS, rates are much higher, and they are already trying to make decisions about whether one section grade levels should become two and what to do about two sections that are filling to capacity.  At JFK, it seems we’re still doing our slow and steady pace.   It seems a lot harder to do that in a system’s approach, however.  Enrollment decisions will be made based upon pre-registration information.  Waiting lists and the number of sections needed for each grade level at each building will be based upon completed pre-registrations.  Current families will not want to lose a spot at JFK because they waited too long.

Registration process for 2023-24:

  1. All preschool, kindergarten, returning, and new families will need to enter information through the pre-registration/application survey.  A QR Code and link/url are available on the front page of our website.  Submissions are time/date stamped.  For those unable to complete the pre-registration/application survey online, physical copies will be available at school.
  2. Pay the registration fee for K-8, three year old preschool, or “non-qualifying” four/five year old preschool* OR the extra time fee for an “IA preschool” four year old preschool.  The registration fee is regularly $125 per PK-12 student for a maximum of $375 per family.  The early bird fee rate has been extended until May 1st.  If paid prior to May 1st, the early bird amount is $100 per PK-12 student for a maximum of $300 per family.   The extra time fee for four year old preschoolers is $250 per child.  These fees can be paid online by following the link in the pre-registration/application survey.  You can also go directly just to this payment link, without having to pre-register your child, which is especially handy if you already pre-registered but did not make the payment initially.  Scroll down to the one time payment option to pay registration or extra time fees.  Checks can also be made payable to JFK and sent to the school office.
    1. *A non-qualifying preschooler is a non-Iowa resident or student who turns 5 on or before Sept 15th.  Tuition is charged for this student, and there is a registration fee.  There is no extra time fee.
  3. Complete a more detailed online process that will take the place of the collection of paper Student Information Sheets in August.  Due to delays in the computer app development, this process will likely not be available until at least April 20th.
  4. Online tuition contracts to establish the payment plan agreement will be made available to those who have completed the pre-registration process.  The availability of the online tuition contracts is targeted for May.  Being in good-standing with one’s tuition and fees may also impact the timing of receiving a tuition contract and finalizing enrollment.  Those families who agreed to one or two tuition payments should be finished paying.  Those who are on the ten month payment plan should finish in April.  (The payment period began in July.)  Please remember that, in addition to tuition, payments should be up to date for all fees, like aftercare, band, athletics, etc. and for lunches.

K-12 Tuition Rates for 2023-24

Tuition rates for K-12 have not yet been finalized for 2023-24 as we are still waiting for state guidance regarding Educational Savings Accounts.  It appears that as the rules are being written there have been a couple of questions come up that they are determining if they can be addressed through the rules writing process or if the legislators must take action again.  These questions are not substantive and may even benefit families more.

Tuition rate increases will likely not exceed historical trends:  5% for the grade schools and 3% for the high school.  The 2022-23 tuition rate for a parish supported child was  $4,170 and $6,170 for a non-parish supported child.  Please note that the average cost per pupil for a child in a SCCS elementary school is over $8,000.  The difference between cost per pupil and tuition is made up by parish subsidy and fund-raising/donations.

Clarification on PS Tuition and Wraparound Care

Several weeks ago, I indicated that there would not be the separate weekly billing for ECLC (now called wraparound care in SCCS).  There will, however, still be separate tuition and wraparound care charges.  These can be seen on the Preschool Tuition Rates JFK document link above.  This distinction can be important for those families using employer pre-tax benefits for childcare and/or those seeking tax deductions for child care.

Educational Savings Accounts

Once the state produces the ESA guidelines and application process, eligible families will want to move quickly.  It will be to families’ advantages to have their taxes completed as line items will likely be referenced on the application.

Who is eligible for an ESA in 2023-24?

  1. All kindergartners
  2. Students who were not in a private school the year prior
  3. All students whose family income is below 300% of poverty

Family Tuition Plan Financial Assistance

Current families who do not qualify for ESAs should apply for financial assistance through our Family Tuition Plan Application.  When applying, please make sure you use the drop down menu to select the 2023-24 school year.  There may be more financial assistance available for next year or more families may be able to receive assistance as ESAs will provide assistance for our families who are below 300% of poverty.  (There are still income guidelines and other restrictions to stay within the legal parameters of the Student Tuition Organization rules that will apply.)

Current families who know they are not eligible for ESAs or who might be on the edge should apply for the Family Tuition Plan.  Parents can even submit the FTP application before tuition rates have been set.  Having the application in place will just speed things up once rates are set.

SCCS Davenport Elementary School Academic Calendar for 2023-24

The 2023-24 unified academic calendar for the Davenport Catholic elementary schools for 2023-24 is now available off the front page of our website and linked directly here:  Academic Calendar for 2023-24.   (It’s also below in the Principal’s Post, but it is a little small and hard to read in the Principal’s Post.)  Lourdes, dealing with the Bettendorf school district and its transportation, and Assumption, which has different scheduling needs than the elementary schools, will have schedules slightly different than JFK, All Saints, and St. Paul’s.

Important Highlights of the 2023-24 academic calendar:

  • The one hour early dismissals on Wednesdays have been discontinued.
  • There are eight school days with two hour early dismissals scattered throughout the year.
  • There are a few more full day in-services with no classes for students.
  • There are four days without DCSD bus transportation:  Sept 29, Nov 10, Feb 5, and Apr 8.
  • There is no school for students or staff on Good Friday or Easter Monday.
  • The Davenport SCCS have 176 days of school for students.  The DCSD has 173.  JFK will officially have 1,187:40 “instructional hours” next year.  The DCSD will have 1,108.

Wednesday 4/5 Yr Old Preschool Class Times Changing for 2023-24

Without the early dismissals on Wednesday in 2023-24, the times for 4/5 year old preschool will be the same on Mondays – Fridays:  7:25-10:25 and 11:40-2:40.

Planning for New Playground at JFK

We have begun design conversations for a new playground at JFK, replacing the equipment behind the school.  We are appreciative of the feedback provided by representatives from Home & School, student council, and JFK staff.  The design process, ordering, securing of funds, etc. will take some time.  It is not anticipated that any work will be done prior to 2024.  All of our current equipment “out back” is more than 22 years old and shows its age.

Spring Weather

Text, email, and, to a lesser extent, phone calls are important to receive from JFK regarding weather influenced decisions regarding school and events.  We used some or all of these means to communicate messages on two of the last five school days.

Students did an amazing job on Tuesday in their severe weather locations, where we were for almost an hour.  When the first thunderstorm warnings for Scott County were issued, we began to carefully monitor weather radar.  Everything on radar was far north of JFK, but the sky kept getting darker.  As the morning went on, we had four people in the office doing almost nothing but monitoring radar on both cell phones and websites.  Interestingly, cell phones apps from the same source as the apps’ websites did not always have the same radar images!  Everything was still going well north of us.  Then, I heard the weather radio say that the storm was approaching the Mississippi Valley Fairgrounds.  That’s not far north of us.  It was right at about that time when we looked away from the radar screens and again across the parking lot.  It was darker than night!  Time to head to the lower level severe weather locations!  We just about settled in when the hail started at JFK.  I’d say it was about pea to quarter sized hail with several larger pieces as well.  I don’t think anyone’s car escaped damage, but we haven’t discovered any significant damage to the school.  Just down the block from us at Adams, Williams, and Assumption, I hear, there was no hail at all!

Middle School Position, with Math Emphasis, Open for 2023-24

Holy Thursday Activities

Our Holy Thursday activities were very successful.  Back when we began planning, Jennifer Wemhoff and Kaye Meyers asked me what our goal should be.  I replied that we wanted everyone to be so moved that they would not be able to do any work the rest of the day.  With readings, reflection, video, music, artwork, and mirrors as part of our activities, I think we came pretty close!  To the left is the artwork produced by Mr. Ryan and Mrs. Wolf using Post-Its with students’ names.  I especially would like to thank Mrs. Wemhoff and Mrs. Meyers for their persistence and patience.  In every planning meeting, I kept pushing, “We can do better.  What if…?  How can we….?”  I felt like a proud father during the final activities — they really nailed it!

 

 

I must admit that I really did become unable to do any work by Thursday afternoon.  I even had to leave at about 1:15.  I’d like to say it was those Holy Thursday activities, but I think it also had something to do with that 24-30 hour stomach bug that had me curled up in a fetal position on the couch until about Saturday morning!

JFK GROWS Students of the Month

Each morning, students and teachers at JFK recite the JFK Difference:  JFK GROWS.  We put God first, use Respectful behaviors, find Opportunities to serve, are Welcoming to all, and make Safe choices.  Below are the students being recognized at each grade level who have exhibited these traits particularly well in March:

  • Kindergarten:  Daniel K.
    • Daniel has a sweet personality and is kind to his friends.  He is always willing to share.  He is a hard worker and always has a smile on his face.  Daniel is a good helper and a great example of the JFK Difference.
  • 1st Grade:  Sofia B.
    • Sofia has made great academic strides this year due to her hard work and never give up attitude!  She has a kind heart and is a good friend to all her classmates.  Sofia is a very responsible student.
  • 2nd Grade:  Annie W.
    • Annie always has a smile on her face and will help anyone in need. Her assignments are always done neatly and well. She participates in class and can always be counted on for anything that is needed!
  •   3rd Grade:  Dallas M.
    • Dallas is very determined to accomplish her best work on all of her assignments and takes the time to think things through. When she needs help, she always raises her hand to ask a question to assist her in the goal of coming up with the correct answer.  Her determination and hard work are outstanding!
  • 4th Grade:  Maggie C.
    • Maggie never hesitates to help a teacher or a classmate in need. She participates in class and is always on task. Maggie models the JFK Difference by choosing to welcome all and behave respectfully.
  • 5th Grade:  Grant S.
    • Grant demonstrates the JFK Difference daily. He is responsible and brings positivity and pride to the classroom. His leadership skills are unparalleled, and he is always willing to help others.
  • 6th Grade:  Howie E.
    • Howie is a hard worker and always tries his best.  His quiet sense of humor keeps everyone laughing, and he is always willing to help out.
  • 7th Grade:  Aiden N.
    • Aiden’s consistency makes him stand out.  If he says he’s going to do something, he’s going to do it. He listens carefully to directions and participates in class with thoughtful responses.  With his kind heart, he is extremely helpful, often volunteering to do things or even taking the initiative to do them without being asked.
  • 8th Grade:  Marissa B.
    • Marissa comes into the room from Algebra in a quiet manner. She is willing to help the teacher and her peers and always participates well in assignments. Marissa has a positive attitude that helps the class stay focused and works well with her peers.

A 2022 report by Common Sense Media indicates that children between the ages of 8 and 12 spend about 5 1/2 hours PER DAY on social media.  Teenagers spend even more time on social media:  a little over 8 1/2 hours PER DAY.

New Future School Name for Lourdes

Bishop Zinkula announced on Saturday the name for the new school that will be built in Bettendorf and replace Lourdes:  St. Joan of Arc.  With the creation of the regional Scott County Catholic School system, a future replacement for Lourdes, and ESAs, it is truly an exciting time to be in Catholic school education.

“First Peek” Meeting Regarding ESAs

From SCCS:

Many of you may have already heard something about the Education Savings Account (ESA) law which passed through the Iowa Legislature at the beginning of the 2023 session.  This law has significant future implications for all of our Iowa resident K-12 Catholic school families.  While the administrative rules are still being developed at the state level, some of you are anxious to learn a bit more about the ESA law, even at this early point.  There will be a “first peek” meeting held in the Assumption Auditorium on Wednesday March 29th at 7:00 PM.  This meeting is open to all parents. There will be additional meetings in the coming months, once more information becomes available.

A 2022 report by Common Sense Media indicates that children between the ages of 8 and 12 spend about 5 1/2 hours PER DAY on social media.  Teenagers spend even more time on social media:  a little over 8 1/2 hours PER DAY.

Bandit’s First Day!

 

Even Bandit had his picture taken on his first day of school at JFK!  Bandit has begun to meet students, but it will take him several weeks before he meets everyone.  I think he’s bonded pretty well with his main handler, Emma Wolf, however.  Bandit was sad when he had to stay with me for about a half hour while Mrs. Wolf was involved in something else.  He just laid by the door waiting for her to come back!

Rules for interacting with Bandit follow GROWS expectations and the following four steps:  Approach, Ask, Pet and Goodbye.

As we move through the registration process, it is important that families be up-to-date in their payments of tuition and ECLC and other fees.  Families who are not up-to-date will not be in the highest priority enrollment group and may not even be able to finalize their registration.

Note that there are now more options at JFK for preschool and wraparound care options.  Taking account of all of the wraparound care offered, there are at least 17 preschool options available at JFK next year, including some new ones.  Also note that ECLC is now considered wraparound care in SCCS and not billed separately from tuition.  (No more weekly ECLC bills!)

Childhood Flashback

I had a childhood flashback last week.  On Thursday, I was joking with Ms. Epping that I might need her help someday as she was helping a first grader with a stuck zipper on his coat.  Well, Friday morning I put my coat on and zipped it up.  It got about 3/4 of the way up and stopped — stuck.  I couldn’t do anything with it.  I trudged upstairs to ask my wife for help.  She wrestled with it for a little bit and asked, of course, the obvious question that took me back to my childhood, “What did you do to this thing?”  My answer was equally reminiscent of my childhood, “I don’t know!  I didn’t do anything!  I just zipped it up!”  Thankfully, she was able to help me get my coat off over my head and was able to fix the zipper.  I put my coat back on and zipped it up, and my wife patted me on the back and sent me off to school.  I felt like such a little kid again!

Cooking Shows

I don’t know why I occasionally watch cooking shows.  I’m not going to take notes so I can use the tips later.  I never have any of the ingredients they use on the shows, and I usually don’t even know what half of  the ingredients are.  I’m not going to have a surprise ingredient.  I’m not going to yell, “Time’s up!” and step away from the food whether it’s done or not.  I’m not going to battle my wife to see who can cook something better.  I just don’t know why I watch cooking shows.  I can “nuke” a hotdog quite well in the microwave, thank you.

Bandit’s Here!

Bandit, our newest staff member, is at JFK!  Bandit will be introduced gradually to students, and several staff members will be receiving training this week.

Rules for interacting with Bandit follow GROWS expectations and the following four steps:  Approach, Ask, Pet and Goodbye.  Staff and parents can share these steps with students:

  1. Approach

Walk up slowly and calmly. Body and voice under control. This is respectful.

No more than two students at a time should pet Bandit. If there are already two students with Bandit, patiently wait your turn.  If you see Bandit in the hallway, do not leave a class or line to pet him. That would not be respectful.

2.Ask

Ask Mrs. Wolf if you can pet Bandit before doing so. This is being respectful AND safe. Mrs. Wolf needs to be aware of Bandit’s behavior and your actions. Always ask and wait for an answer before petting any dog.

3. Pet

Bandit should be sitting or lying down when petted. A good rule when you pet Bandit is “slowly count to 3” while you pet him.  Then, it will be the next person’s turn.

Treat Bandit with respect. Pet him gently. Do not pull his ears or tail. Do not put fingers or objects in his mouth. Use a soft voice when talking to him.

Respect Bandit’s personal space. Just like you, dogs have personal space. Do not hug or squeeze Bandit  Do not put your face in his face.

4.  Goodbye

Often there will be many students waiting to say hello to Bandit.  Remember to be respectful to other students waiting by using the “count to 3” rule. Listen for Mrs. Wolf’s directions. Finally, go wash your hands.

JFK is excited to expand on the mental health and social wellbeing services available to our students and staff by having a professional facility dog, which is a type of therapy dog.  Bandit will be available for short visitations and to help emphasize components in SEL lessons.   JFK is, once again, fulfilling its vision of “leading the way in Catholic school education” by being the first Catholic school in our diocese with a professional facility dog on its staff.

Pre-Register for Kindergarten Now

There was a lot of interest in kindergarten round-up.  If you haven’t completed the pre-registration process, do so now.  You don’t want to delay and risk being left out!  The QR code and link are on the front page of our website, www.olvjfk.com.

Preschool Pre-Registration Still Open Online

If you missed the preschool open house and pre-registration event, you can still pre-register online.  The QR code and link are on the front page of our website, www.olvjfk.com.  We will soon start to sort through the pre-registrations.  We did notice a glitch in the wording of MWF 3 yr old preschool.  The online menu had it incorrectly listed as “pm.”  All of our 3 year old preschool classes are in the morning.  We will reach out to families who signed up for MWF 3 year old preschool to confirm their intent.

JFK offers several preschool options all of which can be combined with partial or full-time wraparound care:

3 year olds: MWF a.m., T/Th a.m., or M-F a.m.

4/5 year olds: M-F a.m., or M-F p.m.

K-8 Pre-Registration Process for 2023-24

  1. All preschool, kindergarten, and returning families will need to enter information through the pre-registration/application survey.  A QR Code and link/url are available on the front page of our website.  Submissions are time/date stamped.  For those unable to complete the pre-registration/application survey online, physical copies will be available at school.
  2. Pay the registration fee for K-8, three year old preschool, or “non-qualifying” four/five year old preschool OR the extra time fee for an “IA preschool” four year old preschool.  The registration fee is regularly $125 per PK-12 student for a maximum of $375 per family.  If paid prior to April 1st, the early bird amount is $100 per PK-12 student for a maximum of $300 per family.   The extra time fee for four year old preschoolers is $250 per child.  These fees can be paid online by following the link in the pre-registration/application survey.  You can also go directly just to this payment link, without having to pre-register your child, which is especially handy if you already pre-registered but did not make the payment initially.  Scroll down to the one time payment option to pay registration or extra time fees.  Checks can also be made payable to JFK and sent to the school office.
    1. A non-qualifying preschooler is a non-Iowa resident or student who turns 5 on or before Sept 15th.  Tuition is charged for this student, and there is a registration fee.  There is no extra time fee.
  3. Complete a more detailed online process.  This process will most likely be available in March.

As we move through the registration process, it is important that families be up-to-date in their payments of tuition and ECLC and other fees.  Families who are not up-to-date will not be in the highest priority enrollment group and may not even be able to finalize their registration.

Tuition rates for K-12 have not yet been finalized for 2023-24 as we are still waiting for state guidance regarding Educational Savings Accounts.  One of the most often asked questions in relation to ESAs is if tuition will be raised to the $7,600 amount available in an ESA.  The answer is no.  You can expect more modest tuition increases.  The 2022-23 tuition rate for a parish supported child was  $4,170 and $6,170 for a non-parish supported child.  Please note that the average cost per pupil for a child in a SCCS elementary school is over $8,000.  The difference between cost per pupil and tuition is made up by parish subsidy and fund-raising/donations.

Scott County Catholic School tuition rates for preschool, with or without wraparound care, have been set.  They are in the linked document:  Preschool Tuition Rates JFK

Note that there are now more options at JFK for preschool and wraparound care options.  Taking account of all of the wraparound care offered, there are at least 17 preschool options available at JFK next year, including some new ones.  Also note that ECLC is now considered wraparound care in SCCS and not billed separately from tuition.  (No more weekly ECLC bills!)

Middle School Position, with Math Emphasis, Open for 2023-24

JFK is seeking a middle school, primarily math, teacher for 2023-24.  Mrs. Clark will be moving back to Utah where family resides.  Interested applicants should send a letter of interest, resume, copy/link of one’s Iowa license, and list of references to chad.steimle@olvjfkmail.com.  More information is on TeachIowa.gov

Visit to Atlanta Area

Lynn and I visited my parents and one of my sisters who live together in the northern outskirts of the Atlanta area.  All of our children made it as well.  Colleen drove from Charlotte, NC, and was there Friday through Tuesday.  She then worked from her company’s Atlanta office on Wednesday and drove back on Thursday.  Tom drove from Charleston, SC, and was there Saturday through Monday and returned mid-day on Tuesday.  Kirsten drove to Davenport and rode with Lynn and me on Saturday and Sunday and flew back to Moline early Tuesday morning so she could make an appointment in Davenport Tuesday afternoon.  Caitlin and her husband drove on Saturday and Sunday from Kansas City and flew back late Tuesday night.  It was hard to keep track of everyone’s travel plans, but we were all in one place on Sunday night and Monday!

I’m not sure I could live by my sister and parents.  Growing up in the Milwaukee area, going to graduate school in Chicago, and then living in Davenport, I’ve become accustomed to straight streets.  There’s not a straight street anywhere near my sister and parents.  If you can see straight ahead for more than two blocks, you are lucky!  I’m not sure how we would have negotiated our way around town without GPS!

JFK GROWS Students of the Month

Each morning, students and teachers at JFK recite the JFK Difference:  JFK GROWS.  We put God first, use Respectful behaviors, find Opportunities to serve, are Welcoming to all, and make Safe choices.  Below are the students being recognized at each grade level who have exhibited these traits particularly well in February:

  • Kindergarten:  Clare H.
    • Clare is sweet, kind, caring, and compassionate.  Clare loves to work hard and learn new things.  She is responsible and respectful to adults and is a great helper in a time of need.
  • 1st Grade:  Paityn M.
    • Paityn is respectful to all students and staff. She likes to make sure no one is left out at recess and invites all to play.  She has even had another classmate write about how special Paityn is to her/him.
  • 2nd Grade:  Kannon K.
    • Kannon is always willing to share with his classmates whatever them may need.  He is a great friend when someone is struggling and encourages over the hump.
  • 3rd Grade:  Chesney H.
    • Chesney is helpful, kind, and puts her best effort into everything she does. She sets a great example for her peers. Chesney always has a smile on her face and brings a positive attitude to school everyday!
  • 4th Grade:  Austin L.
    • Austin is always on task, neat, organized, and ready for school work.  He is not afraid to be himself yet is a friend to all as well.  He is thoughtful and full of knowledge to share.
  • 5th Grade:  Isabelle F.
    • Isabelle is a hard worker at school and takes responsibility for her learning.  She always strives to do her best.  She gets along with her peers and follows the JFK Difference.
  • 6th Grade:  Kinley V.
    • Kinley is a kind friend who gets along with everyone.  He works hard and is always polite.
  • 7th Grade:  AvaMae W.
    • AvaMae radiates kindness and positivity without even realizing it.  She is deeply in tune with others’ feelings and always seems to know the right thing to say to make someone feel good and special about themselves.  Others look up to her without her even knowing it.
  • 8th Grade:   Tayvis J.
    • Tayvis always come into the classroom with a positive attitude. He offers to help clean up the classroom and will always end his day with a smile and a simple “Have a good day Mrs. X”  His positive attitude helps the classroom.

New “Staff Member” Coming to JFK

Bandit, our newest staff member, is due to arrive at JFK after spring break.  JFK is excited to expand on the mental health and social wellbeing services available to our students and staff by having a professional facility dog, which is a type of therapy dog.  Bandit will be available for short visitations and to help emphasize components in SEL lessons. A huge thank you to Home and School for their generous donation to help make this possible!  We would also like to thank JFK’s board of education which had the foresight this past spring to create the policy regarding such a staff member.  JFK is, once again, fulfilling its vision of “leading the way in Catholic school education” by being the first Catholic school in our diocese with a professional facility dog on its staff.

Facility dogs can help with students dealing with anxiety, relationship problems, loneliness, anger, a lack of confidence, and stress.  They can improve students’ attendance, decrease tardiness, reinforce learning, motivate speech and learning, improve social and communication skills, and facilitate counseling.  They can even help lower one’s blood pressure!

Just so you know, we are working with an allergist on accommodating allergy sensitive students while maintaining a successful and beneficial relationship with our therapy dog.  To help reduce airborne allergens, we do have air purifiers throughout the school building and a ventilation system.  Bandit will also be bathed regularly and wiped down with a damp cloth throughout the day to help remove loose hair and dander. Students will wash their hands or use an antibacterial wipe or hand sanitizer after petting Bandit.

Ash Wednesday This Week

OLV’s services for Ash Wednesday are 7:00 a.m., 12:00 p.m., and 6:00 p.m.  JFK students will attend a special 8:15 a.m. all school Mass, and students attending Assumption for algebra in the morning will be supervised in their attendance at the noon Mass.  Expect the parking lot to be very crowded during the morning drop off time.

Kindergarten Information Session and Round-Up Re-scheduled

Thursday, February 23rd:  6:00-7:30 p.m. in the cafeteria.  Parent and student event

With so many changes with ESAs and SCCS, the in person event for kindergarten round-up may be even more important.  Both students and parents should attend.  Please share the flyer/link with other families who may be considering JFK!

Tuition rates for K-12 have not yet been finalized for 2023-24 as we are still waiting for state guidance regarding Educational Savings Accounts.  One of the most often asked questions in relation to ESAs is if tuition will be raised to the $7,600 amount available in an ESA.  The answer is no.  You can expect more modest tuition increases.  The 2022-23 tuition rate for a parish supported child was  $4,170 and $6,170 for a non-parish supported child.  Please note that the average cost per pupil for a child in a SCCS elementary school is over $8,000.  The difference between cost per pupil and tuition is made up by parish subsidy and fund-raising/donations.

Note that there are now more options at JFK for preschool and wraparound care options.  Taking account of all of the wraparound care offered, there are at least 17 preschool options available at JFK next year, including some new ones.  Also note that ECLC is now considered wraparound care in SCCS and not billed separately from tuition.  (No more weekly ECLC bills!)

New “Staff Member” Coming to JFK

Bandit, our newest staff member, is due to arrive at JFK after spring break.  JFK is excited to expand on the mental health and social wellbeing services available to our students and staff by having a professional facility dog, which is a type of therapy dog.  Bandit will be available for short visitations and to help emphasize components in SEL lessons. A huge thank you to Home and School for their generous donation to help make this possible!  We would also like to thank JFK’s board of education which had the foresight this past spring to create the policy regarding such a staff member.  JFK is, once again, fulfilling its vision of “leading the way in Catholic school education” by being the first Catholic school in our diocese with a professional facility dog on its staff.

Facility dogs can help with students dealing with anxiety, relationship problems, loneliness, anger, a lack of confidence, and stress.  They can improve students’ attendance, decrease tardiness, reinforce learning, motivate speech and learning, improve social and communication skills, and facilitate counseling.  They can even help lower one’s blood pressure!

Just so you know, we are working with an allergist on accommodating allergy sensitive students while maintaining a successful and beneficial relationship with our therapy dog.  To help reduce airborne allergens, we do have air purifiers throughout the school building and a ventilation system.  Bandit will also be bathed regularly and wiped down with a damp cloth throughout the day to help remove loose hair and dander. Students will wash their hands or use an antibacterial wipe or hand sanitizer after petting Bandit.

JFK Accounting to SCCS Business Office Not Yet

After a trial run at shifting JFK’s accounting work to the SCCS business office located at Assumption High School, Megan Masterson has returned to JFK for the full day.  The shift will happen later.

In Person Events for Kindergarten Round-Up and Preschool Open House and Pre-Registration

With so many changes with ESAs and SCCS, the in person events for kindergarten round-up and preschool open house and pre-registration may be even more important.  Below is a link to the flyer for these events.  Please note that the pre-school event is a drop in anytime event rather than a scheduled program.  Both students and parents should attend.  Please share the flyer/link with other families who may be considering JFK!

Preschool Open House and Pre-Registration

Pre-Registration Process for 2023-24 Began February 6th

A new registration process for JFK and Scott County Catholic Schools began February 6th when the pre-registration/application link is released.

  1. All preschool, kindergarten, and returning families will need to enter information through the pre-registration/application survey.  A QR Code and link/url was distributed/posted on February 6th.  They are available on the front page of our website.  Submissions are time/date stamped.  For those unable to complete the pre-registration/application survey online, physical copies will be available at school.
  2. Pay the registration fee for K-8, three year old preschool, or “non-qualifying” four/five year old preschool OR the extra time fee for an “IA preschool” four year old preschool.  The registration fee is regularly $125 per PK-12 student for a maximum of $375 per family.  If paid prior to April 1st, the early bird amount is $100 per PK-12 student for a maximum of $300 per family.   The extra time fee for four year old preschoolers is $250 per child.  These fees can be paid online by following the link in the pre-registration/application survey.  Checks can also be made payable to JFK and sent to the school office.
    1. A non-qualifying preschooler is a non-Iowa resident or student who turns 5 on or before Sept 15th.  Tuition is charged for this student, and there is a registration fee.  There is no extra time fee.
  3. Complete a more detailed online process.  This process will most likely be available in March.

As we move through the registration process, it is important that families be up-to-date in their payments of tuition and ECLC and other fees.  Families who are not up-to-date will not be in the highest priority enrollment group and may not even be able to finalize their registration.

No Classes on February 20

There are no classes on February 20th due to President’s Day.  ECLC is open.

Demographic Nuggets

I read in The Catholic Messenger that one of our SCCS elementary schools was highlighted for having 53 Hispanic students in PK-8.  JFK has about 64 Hispanic K-8 students (about 19% or our K-8 student body) and an additional seven Hispanic preschoolers for a total of 71.  JFK’s staff would also be considered more than 10% minorities.

As the regionalization of the Catholic schools into one system continues, much of JFK’s accounting work is moving away from the JFK school office to the SCCS business office located at Assumption High School.  Megan Masterson will be starting her days at JFK and then traveling to the SCCS business office to continue work.  Early in the morning, she can still be reached at JFK.  Later in the day, she can be reached through Assumption, 563-326-5313.  She will retain a JFK email address.  Payments should still be sent to the JFK school office.

Educational Savings Accounts (ESAs)

We are still waiting for the the Iowa Department of Education to write/release the administrative rules regarding ESAs.  Below is an FAQ that I shared via email last week:

Frequently Asked Questions

What is an ESA?  An ESA is an Education Savings Account. It helps a family to fund non-public school educational expenses when the family believes a non-public school setting may be the best choice for their child. Iowa recently passed a school choice bill that included ESA funding.  That funding will be phased in over the next three school years.

First priority has been given to Fall of 2023 Kindergarteners, students switching from public schools and those living in households with family income less than 300% of poverty. By the 2025-26 school year, all non-public school families in Iowa will be able to access ESA funding – although many will access funding sooner. More information will be shared as soon as it becomes available.  We will provide updates through parish bulletins, and the SCCS website at www.sccsiowa.org

How will ESAs affect our schools’ mission and culture?   Iowa’s new ESA legislation was carefully written to maintain the independence of private schools.  As Catholic schools, faith will always be central to our mission.  There are no restrictions or changes to our curriculum that will result from this legislation. We will continue to celebrate Mass, have religion classes, and offer reconciliation, along with all of our current faith activities.

Will class sizes increase dramatically?  We know parents value personal attention for their students.  The SCCS Board of Directors is responsible for determining maximum class size and student/teacher ratio for grades K-12.  The educational needs of the students and the overall instructional quality of classes shall be considered when determining class size.  In grades with open seats, we will welcome new students according to our enrollment process.

Do our Catholic schools accept students with diverse learning needs?  Our Catholic schools are committed to working with all learners to the best of our abilities, including children who may require additional support.  We work with parents on an individualized basis to determine if our services are sufficient to support optimal learning for their student.

Do our schools welcome non-Catholic students?  While the Catholic faith is integral to all aspects of school life, our Scott County Catholic Schools welcome families of all faith traditions into our school communities.

Are our Catholic school teachers licensed by the State of Iowa and the Iowa Board of Educational Examiners?  Our schools are accredited by the state of Iowa and teachers go through the same licensing process as public school teachers. The only exception is for high school theology teachers because the requirements from the state of Iowa are different for those only teaching religion.  Iowa Catholic schools participate in state testing and report student outcomes to the IA Department of Education.

Will our Catholic schools become more diverse due to the ESA legislation?  Since Iowa initiated the STO program in 2006, our schools have been able to welcome more students from varying socioeconomic backgrounds.  In view of the passage of the new ESA legislation – as well as established population trendlines, we believe this trend will continue in the years to come.

How will this impact our current parish/school relationship?  Scott County parishes have always been an integral part of the success of our schools and this will not change. While ESAs will help make a Catholic education accessible to more families, the partnership we share with parishes must remain the backbone of our schools.  With the implementation of the ESA program, the methods by which we finance our schools (including parish subsidy) may be adjusted as the program progresses and the full impact is realized.

How will parish membership be determined?  Parish membership is based upon criteria set forth by each pastor for his parish(s).  In general, parish membership is based upon registration at the parish, Mass attendance, tithing and service to the parish of membership.  SCCS already verifies parish membership with the pastor of each supporting parish at the beginning of each school year in order to determine parish membership.

Will tuition next year be increased to match the $7,598 included in the ESA?  No. Scott County Catholic Schools will be implementing a transition plan with more modest tuition increases that will be phased in over time to align with the new ESA program.

What if the amount of the ESA is greater than the cost of tuition?  Any ESA funds beyond the cost of tuition and other qualifying expenses will remain in the student’s account to be used through high school graduation. This means the account balance can grow during K-8 years to help cover the cost of high school tuition.

If my family received tuition assistance through the Family Tuition Plan in the past, do I still need to apply to the ESA program?  All families who applied for Family Tuition Plan funding in previous years will be asked to apply for ESA funding first and then apply for Family Tuition Plan funding if necessary.

How does a family apply for an ESA account?  The State of Iowa is working feverishly to hammer out the details of this computer based application process. SCCS will be notified as soon as the application becomes available . . .  and as soon as we are notified, you will be notified.

It seems like passage of this ESA bill was somewhat of a surprise? Is that a fair assessment?  Actually, the Iowa Catholic Conference has been working on various aspects of school choice since the 1980s when the initial school tuition tax credit was passed into law. Since that time, more entities have become interested in the issue of school choice and helped to amplify our voices.  Many of you responded to our Legislative Alerts over the years, and that also played a part.

In the end, Governor Reynolds made school choice a priority of her legislative agenda, and we are very appreciative of her consideration, and that of the Iowa Legislature.

Systemic Issue with Dress Code?

Last week I mentioned that Assumption was also having similar issues with the length of girls’ skirts, the tightness/type of girls’ pants, and various sweatshirt issues.  This week there was communication from/with another SCCS elementary school regarding out of uniform guidelines for the types of girls’ pants.  It seems like this issue might be everywhere within our schools!  Expect a renewed effort to make sure we are abiding by our uniform policy, including the issuance of dress code demerits which lead to detentions in the upper grades.

JFK GROWS Students of the Month

Each morning, students and teachers at JFK recite the JFK Difference:  JFK GROWS.  We put God first, use Respectful behaviors, find Opportunities to serve, are Welcoming to all, and make Safe choices.  Below are the students being recognized at each grade level who have exhibited these traits particularly well in January:

  • Kindergarten:  Everly T.
    • Everly always has a positive attitude and a smile on her face. She is kind and respectful toward her peers and teachers and always looks for ways to help out in the classroom. She is eager to learn and is a hard worker.
  • 1st Grade:  Collyns H.
    • Collyns is a kind friend, hard worker, and has a positive attitude!
  • 2nd Grade:  Hazel H.
    • Hazel is a giving, kind and loving friend to all. She is willing to be there for her friends no matter what they need. Hazel gives 150% each and every day. She shines bright in 2P.
  • 3rd Grade:  Aaron T.
    • Aaron displays excellent character by being respectful, responsible, and kind to all his classmates. He listens, stays on task, participates in class work by raising his hand to speak, and recognizes other students’ accomplishments as well as his own.  He makes our classroom a better place!
  • 4th Grade:  Maverick K.
    • Maverick is a great friend.  He is patient and caring.  Everything he does is quiet and unassuming.  He does not like to be the center of attention, but is always doing things that help others.  He is a great role model for his classmates.
  • 5th Grade:  Marshall N.
    • Marshall has been very polite and patient.  He has treated his hi peers with kindness and respect.  He does a nice job following the rules and takes responsibility for his school work by turning it in on time.
  • 6th Grade:  Kenya H.
    • Kenya is always so polite and kind.  She strives to do well in her school work and is willing to help out a friend.
  • 7th Grade:  Riley M.
    • Riley was nominated by his classmates as they have witnessed him really come out of his shell this year.  He has been an asset to the classroom by making sure the room is tidy, checking on people’s happiness or sadness, and offering a laugh when one is most needed.
  • 8th Grade:  Aiden N.
    • Aiden comes to class prepared and is always on task.  He works equally well with all students and gives his best effort. He makes sure to ask clarifying questions when he is unsure and is always in a positive mood.

 

Educational Savings Accounts (ESAs)

As I mentioned in Tuesday evening’s email to families, the “Student First Act” passed the legislature and was signed into law by Governor Reynolds.  The following is a general summary of the bill:

Education Savings Accounts 

Parents who choose to enroll their children in an accredited private school will receive the amount of per pupil funds allocated annually by the state to use for tuition, fees, and other qualified expenses. Funds are deposited into an education savings account (ESA) each year until students graduate or complete high school or turn 20 years of age.  Educational Savings Accounts will be phased in over three years.

Effective for the 2023-24 school year, state per pupil funding will be $7,598 per student, and ESAs will be available based on the following eligibility:

Year 1: School Year 2023-24

  • All kindergarten students
  • All students who were not in a non-public school the year prior
  • Private school students with a household income at or below 300% Federal Poverty Level (FPL), currently at about about $83,250 for a family of four but subject to change

Year 2: School Year 2024-25

  • All kindergarten students (and first graders)
  • All students who were not in a non-public school the year prior
  • Private school students with a household income at or below 400% FPL, currently about $111,000 for a family of four but subject to change

Year 3: School Year 2025-26

  • All K-12 students in Iowa regardless of income

Other student funding generated by categorical funding formulas will remain with public school districts even for students who are not attending public schools any more.  This amount is about $1,202 per pupil for each student who will be attending a private school.

Public School Teacher Salaries 

The Student First Act also allows public school districts the flexibility to use unspent funding from certain categorical/restricted funds to supplement teacher salaries.

Next steps include the writing of the Administrative Rules at the state level and the development of processes to then be used in Scott County Catholic Schools.  As you can imagine, there is a lot of work being done rapidly as enrollment processes for 2023-24 are set to begin sometime in February.  Here are just a few of the questions that are being raised:

  • What will tuition be in the future?  Should it more reflect the true cost of education?  At JFK, the cost of education, depending upon what is included in the calculations, is upwards of $7,400.  At some of our Catholic schools, the figure is considerably higher given fixed costs but fewer students.  Should tuition rates reflect long-term planning with better salaries/benefits for staff?  (JFK teachers’ salaries are, on average, about $20,000 less than in the Davenport schools.)  Should tuition rates reflect funds available for regular replacement cycles for window coverings, flooring, technology, books, desks, and chairs?  Should they reflect savings so that big capital projects, like new playground equipment at JFK to replace 25+ year old equipment, don’t depend upon a capital campaign or an unexpected $10,000 water heater repair/replacement bill at a school doesn’t cause other budget cuts?
  • How is current financial assistance through the Family Tuition Plan and Student Tuition Organizations impacted?  Will STOs even still be around in the next 3-5 years if ESAs are here to stay?
  • Will there be legal challenges to ESAs?  Will there be an injunction prohibiting implementation until legal issues are resolved?  (ESAs have a good track record of withstanding legal challenges in other states.)
  • Will enrollment grow in our Catholic schools?  If yes, by how much?  Is there a limit?  Do we have admissions guidelines in place to handle increased inquires?
  • How can ESAs benefit families, parishes, staff and our educational product so our Catholic schools can be viable for all in the long-term?

Educational Savings Accounts

As I mentioned in Tuesday evening’s email to families, the “Student First Act” passed the legislature and was signed into law by Governor Reynolds.  The following is a general summary of the bill:

Education Savings Accounts 

Parents who choose to enroll their children in an accredited private school will receive the amount of per pupil funds allocated annually by the state to use for tuition, fees, and other qualified expenses. Funds are deposited into an education savings account (ESA) each year until students graduate or complete high school or turn 20 years of age.  Educational Savings Accounts will be phased in over three years.

Effective for the 2023-24 school year, state per pupil funding will be $7,598 per student, and ESAs will be available based on the following eligibility:

Year 1: School Year 2023-24

  • All kindergarten students
  • All students who were not in a non-public school the year prior
  • Private school students with a household income at or below 300% Federal Poverty Level (FPL), currently at about about $83,250 for a family of four but subject to change

Year 2: School Year 2024-25

  • All kindergarten students (and first graders)
  • All students who were not in a non-public school the year prior
  • Private school students with a household income at or below 400% FPL, currently about $111,000 for a family of four but subject to change

Year 3: School Year 2025-26

  • All K-12 students in Iowa regardless of income

Other student funding generated by categorical funding formulas will remain with public school districts even for students who are not attending public schools any more.  This amount is about $1,202 per pupil for each student who will be attending a private school.

Public School Teacher Salaries 

The Student First Act also allows public school districts the flexibility to use unspent funding from certain categorical/restricted funds to supplement teacher salaries.

 

Next steps include the writing of the Administrative Rules at the state level and the development of processes to then be used in Scott County Catholic Schools.  As you can imagine, there is a lot of work being done rapidly as enrollment processes for 2023-24 are set to begin sometime in February.  Here are just a few of the questions that are being raised:

  • What will tuition be in the future?  Should it more reflect the true cost of education?  At JFK, the cost of education, depending upon what is included in the calculations, is upwards of $7,400.  At some of our Catholic schools, the figure is considerably higher given fixed costs but fewer students.  Should tuition rates reflect long-term planning with better salaries/benefits for staff?  (JFK teachers’ salaries are, on average, about $20,000 less than in the Davenport schools.)  Should tuition rates reflect funds available for regular replacement cycles for window coverings, flooring, technology, books, desks, and chairs?  Should they reflect savings so that big capital projects, like new playground equipment at JFK to replace 25+ year old equipment, don’t depend upon a capital campaign or an unexpected $10,000 water heater repair/replacement bill at a school doesn’t cause other budget cuts?
  • How is current financial assistance through the Family Tuition Plan and Student Tuition Organizations impacted?  Will STOs even still be around in the next 3-5 years if ESAs are here to stay?
  • Will there be legal challenges to ESAs?  Will there be an injunction prohibiting implementation until legal issues are resolved?  (ESAs have a good track record of withstanding legal challenges in other states.)
  • Will enrollment grow in our Catholic schools?  If yes, by how much?  Is there a limit?  Do we have admissions guidelines in place to handle increased inquires?
  • How can ESAs benefit families, parishes, staff and our educational product so our Catholic schools can be viable for all in the long-term?

More information will be made available when we have it, but please note that we are very early in this process with the law just passing this week.

 

Different Registration Process for 2023-24 Begins February 6th

A new registration process for JFK and Scott County Catholic Schools will begin around February 6th when the pre-registration/application link is released.  All preschool, kindergarten, and returning families will need to enter information through the pre-registration/application survey.

Below is a link to in-person events for pre-school and kindergarten on February 13th and 16th, respectively.  Please note that the pre-school event is a drop in anytime event rather than a scheduled program.  Both students and parents should attend.  Please share the flyer/link with other families who may be considering JFK!

3 year olds: MWF a.m., T/Th a.m., or M-F a.m.

4/5 year olds: M-F a.m., or M-F p.m.

Pop tabs for Ronald McDonald House Charities

Student Council is sponsoring a pop tab collection homeroom contest that runs through February 3.  The winning homeroom in K-4 and homeroom in 5-8 will have a pizza party or ice cream treat.  The pop tabs will be donated to the Ronald McDonald House Charities in Iowa City and converted into funds for them.

A Little Lax in Dress Code

Things have gotten a little lax with our dress code, especially with skirt lengths for older girls.  Expect a renewed effort to make sure we are abiding by our uniform policy.
